Hinterland Management supports the Government of Mauritius, through the African Legal Support Facility, in its national programme to phase out coal from power generation and transition to sustainable biomass across the island’s IPP fleet. The multi‑year mandate combines technical, commercial, and business development expertise to guide the conversion of existing coal‑fired assets to biomass.

The advisory scope includes a full technical and financial baseline assessment of existing biomass‑related PPAs, structuring coal‑to‑biomass conversion pathways for three operational IPPs, and developing a diversified biomass feedstock portfolio. Hinterland has supported supply origination and procurement strategies, including assessments of South African and Eswatini wood chip supply chains, alongside tariff pricing analysis and PPA negotiation advisory.

This work draws on Hinterland Management’s extensive experience in biomass supply chains, biomass‑to‑power technologies, and IPP structuring in emerging markets, supporting Mauritius in delivering a credible and sustainable coal‑to‑biomass transition.

NAMIBIA — 40MW Otjikoto Biomass Power Station · NamPower

2020–2021

Hinterland Management advised NamPower on the biomass fuel strategy and supply chain design for Namibia’s first utility‑scale biomass power plant — the 40MW Otjikoto Biomass Power Station near Tsumeb, now under construction with more than USD 120 million in financing secured.

The assignment focused on developing a robust biomass fuel strategy using encroacher bush (acacia) as the primary feedstock. Hinterland assessed regional biomass availability, designed the end‑to‑end supply chain from farmland to plant, and evaluated fuel supply arrangements across a network of more than 50 smallholder bush‑clearing enterprises.

The encroacher bush resource offers a unique environmental co‑benefit: clearing acacia species helps restore degraded farmland and improves water table conditions across Namibia and parts of South Africa. Structuring this feedstock into a reliable biomass supply chain therefore supports both commercial power generation and landscape restoration.

RWANDA — Wood pellet production · BioMassters / NL Works / Dutch Government

2023–2024

Hinterland Management supported BioMassters Rwanda, under a Dutch government programme, in strengthening and expanding a national wood pellet production and clean‑cooking enterprise. The engagement consisted of two sequential assignments focused on securing a sustainable feedstock base and designing an efficient production facility for scale‑up.

The first assignment involved a nationwide feedstock and site selection study. Hinterland assessed Rwanda’s available biomass resources, identified optimal supply zones, and recommended suitable plant locations based on logistics, resource availability, and operational feasibility.

The second assignment focused on factory design and operational planning. Hinterland advised on equipment selection, production line configuration, and process planning for the expanded pellet facility, ensuring alignment with technical requirements, safety standards, and long‑term production targets.

Through this work, Hinterland Management contributed independent biomass and bioenergy expertise to support a scalable, locally anchored clean‑cooking value chain in Rwanda.

VIET NAM — Wood Pellet Plant Portfolio Development · Undisclosed Multinational Enterprise

2022–2023

Hinterland Management supported an international energy enterprise in developing a multi‑plant wood pellet production portfolio in Viet Nam, targeting up to 500,000 tonnes per year of sustainable biomass supply. The engagement combined biomass origination, technical evaluation, commercial structuring, and sustainability advisory.

Work included nationwide feedstock assessments, plantation and smallholder cooperative engagement, port and logistics evaluations, industrial park selection, and EPC and equipment tender review. The resulting development concept identified three viable plant locations across Viet Nam’s Northern, Central, and Southern zones, each designed for scalable production and diversified fibre sourcing. A full CAPEX/OPEX analysis, cost‑of‑goods modelling, and sustainability “Force for Good” assessment were integrated into the project design.

UGANDA — Biomass CHP · Climate Fund Managers / Get.Invest / Xylo Group

2022–2023

Hinterland Management supported Climate Fund Managers, Get.Invest, and Xylo Group in the development of a biomass‑fuelled Combined Heat and Power (CHP) project supplying renewable heat and electricity to a major brewery in Uganda. The engagement consisted of two sequential assignments focused on strengthening the project’s biomass foundation and long‑term operational reliability.

The first assignment centred on a comprehensive biomass supply chain risk assessment. Hinterland identified and qualified the regional feedstock base, analysed supply chain constraints, and developed a structured risk mitigation approach tailored to the project’s operational needs.

The second assignment focused on biomass supply contracting. Hinterland advised on the negotiation and structuring of fuel supply agreements, ensuring that contractual arrangements aligned with the project’s technical requirements, commercial model, and sustainability objectives.

Through these assignments, Hinterland Management contributed independent biomass expertise to support a bankable, resilient CHP solution for industrial decarbonisation in Uganda.

ESWATINI — Biomass IPP tender · ALSF / AfDB / Multiconsult

2024

Hinterland Management supported the African Legal Support Facility, the Government of Eswatini, and Trinity International LLP in the procurement of new biomass generation capacity under ESERA’s national IPP programme. The engagement focused on technical and commercial advisory for a proposed biomass power project submitted by an international–local joint venture.

Hinterland provided senior expertise across biomass fuel supply, biomass power EPC considerations, CAPEX/OPEX assumptions, and overall project structuring. The mandate included assessing the bidder’s proposal and advising the government team during the finalization of project documents and tariff discussions.

Work included participation in joint technical sessions in Eswatini, offering independent biomass and bioenergy insights to strengthen government-side decision‑making and ensure the project structure aligned with international best practice.

This assignment built on Hinterland Management’s long-standing experience in biomass supply chains, biomass-to-power technologies, and emerging‑market IPP development, contributing to a more robust and bankable procurement outcome for Eswatini’s renewable energy ambitions.

MOZAMBIQUE — Biomass Cookstove Fuel Supply · GET.invest / SupaMoto

2022–2023

Hinterland Management supported GET.invest and SupaMoto in developing a reliable biomass fuel supply strategy for the rollout of enhanced clean‑cooking solutions in Mozambique. The assignment combined biomass scouting, feedstock assessment, and full supply chain analysis to underpin SupaMoto’s PAYGO pellet‑fuelled cookstove programme.

Work included evaluating domestic woody residues and alternative agri‑residues, assessing sustainability and seasonality, and analysing the feasibility of local pellet production versus imported supply from Zambia or South Africa. Hinterland also contributed to wood pellet processing design, feedstock planning, and supply chain structuring — covering sourcing, pre‑processing, logistics, storage, and last‑mile distribution.

Global — Carbon Abatement & Biochar Advisory · Bain & Company

2022–2023

Hinterland Management served as senior biomass and carbon expert to Bain & Company in support of a global food, feed, and fibre conglomerate operating across high‑growth emerging markets. The mandate focused on identifying credible carbon abatement opportunities and shaping a portfolio of nature‑based and technology‑based climate projects aligned with international standards.

Work included assessing carbon reduction potential across multiple pathways — insetting, offsetting, and credit generation — and evaluating project concepts in agriculture, forestry, and energy. Hinterland provided specialist input on biochar (artisan and industrial systems), efficient biomass cookstoves, and biomass‑to‑energy applications, as well as on carbon credit methodologies, accreditation processes, and MRV requirements.
